You can't control people. Best you can do is try to stop it when you see it happen. But usually by the time they get power like that... No one's really around that can do anything about it.
It is possible to be both and not make people’s lives your playthings. Unless, of course, they deserve it. [ like if they are rich and powerful nobles in the first place. ]

So long as there's people in power, there's always going to be people trying to take advantage of it. No way around that.
